Is the Marlboro Outwit the West 3 contest over or what?

I've been reading on other websites that the Marlboro Outwit the West 3 winners have already been notified and they have all been sent packets and had to return them by April 3rd, etc., blah, blah, blah...however, my teammate calls Marlboro today and they said that NO winners have been notified yet, that the judges are just now finalizing the winners. They also said that winners will be notified on or before May 11th. I'm SOOOOOOOO confused!!!! (Marlboro contest.)

The decision of the arbitrator shall be final and unappealable. If any provision of this Agreement is held to be invalid or unenforceable, such provision shall be deemed superseded by a valid enforceable provision that most closely matches the intent of the original provision and the remaining provisions shall be enforced. Provider's failure to act with respect to a breach by you or others does not waive Provider's right to act with respect to subsequent or similar breaches. The failure of Provider to exercise or enforce any right or provision of these terms and conditions shall not constitute a waiver of such right or provision. The section headings and subheadings contained in this Agreement are included for convenience only, and shall not limit or otherwise affect the terms of this Agreement. This Agreement shall be interpreted in accordance with the laws of the State of California as if made in California by two residents of that state. This Agreement constitutes the entire agreement between Provider and you with respect to the subject matter hereo.
